ETSI has developed a new version of ETSI EN 301 441, a harmonised standard for Mobile Earth Stations (MES), including handheld equipment, used in Satellite Personal Communications Networks (S-PCN) under the Mobile Satellite Service (MSS).

The standard covers equipment with both transmit and receive capabilities, including handheld, portable, vehicle-mounted, semi-fixed and fixed equipment. It specifies technical requirements and test methods for areas such as unwanted emissions, EIRP density, control and monitoring functions, equipment identity and receiver performance, including adjacent channel selectivity and blocking characteristics.

The standard also provides a means of demonstrating compliance with the requirements for access to radio spectrum under the EU Radio Equipment Directive (RED).
